widget-scollbar[sic]: Implement or remove

Description
Many skin files contain a section named widget-scollbar. Notice the typo: "r" is missing.
The source code contains neither "widget-scollbar", nor "widget-scrollbar". Apparently those characters defined in the skins are unused.
In the mean time, scrollbar of widgets (e.g. command history) seems to be unconfigurable.
The typo should be fixed and the unimplemented feature should be implemented. Or completely removed.

Please fix the typo in "sand256.ini" too -- all the others are already fixed in 3113_cleanup, this one was accidentally left out. Thanks! :)

The full-scale scrollbar widget should be created, of course (#1483 also). When? Who knows...
At this time, I'd like remove the [widget-scollbar] section.
