cannot copy zero-length files with [Preallocate space] option

Description

Bug-Debian: ​http://bugs.debian.org/664840

If [Preallocate space] option is enabled, MC can't copy zero-length files:
"Cannot preallocate space for target file ... Invalid argument (22)"
