detach on save broken

Description
a while ago i contributed the feature to optionally detach files with multiple hardlinks on save. this doesn't work any more: when one says yes to the question whether to detach prior to saving, one erroneously gets the "save as" dialog, and after choosing the previous name in the dialog, the file is saved *without* detaching.

this issue seems to have resolved itself. either the underlying dialog code was temporarily broken, or the build was somehow messed up.

why can i accept, assign, and close-as-duplicate the issue, but not "just" close it?
I think, this was some misconfiguration of ticket permissions. Any authenticated used had TICKET_CREATE, TICKET_APPEND, and TICKET_MODIFY. I have removed TICKET_MODIFY permission and added TICKET_CHGPROP one.
Please try again accept, assign, close or close-as-duplicate.

i can still close-as-duplicate. the other transitions are gone.

Please try again. If it is still available, I think this is some restriction of ticket permissions applied to Trac plugin.
