Description
Related to #2738
We should continue work even if mc don't have ability to save config files (or don't read configs). This will be useful to run mc on read only filesystems, for example.

Could we do something around this bug, so mc is usable on read-only filesystem? I would suggest to add and option that sets mc to not save anything to disk? I even tried to set $HOME to /tmp but it does not help - mc still wants to create a files in home. I did not found where it takes the path from.
