Original submission:

MC's urar VFS erroneously handles some rar files created by Windows 
WinRAR. Although an archive contains unicode filenames MC doesn't 
show them.

At the same time when you extract such an archive all filenames are OK.

Two archives are attached to demonstrate this error.

winrar.rar#urar
is rendered like ?????, ?ਢ??

linux.rar#urar
is shown properly as Снова, привет

Codeset change is exactly what I need.

Auto-detect codeset/charset is not really necessary, IMO.
