Maybe we should simply delete doc/buildAndInstall/req ? We already have links and versions in INSTALL:

Also, something is in HACKING. I would prefer to have everything in one file (INSTALL?) to make it easier to update and make sure we don't have several outdated copies of the same information.

What do you think?

We can keep the wiki:doc/buildAndInstall/req page, remove all current content and put a link to INSTALL there.
