Ctrl + I doesn't work any more

Description

Version 4.8.25

C-I ('change the current panel' shortcut) has no effect.

Tried in QTerminal and Xfce4 Terminal. Doesn't work in either. The alternative key for this (Tab) still works though.

C-I used to work in version 4.8.15 in Xfce4 Terminal.
