English language set, an unrecognizable option appears

Description

Using mc-4.8.22 under Gentoo Linux amd64 LANG=en_US.UTF-8 TERM=xterm-256color, I get a dialog box: "Error: Cannot create target hardlink (...pathname...)" and four options: "Skip", "Skip all", "Abort", and "H??.AUI???.". I cannot decipher the latter and doubt it comes from another filename, but it's difficult to say. All files linked with the special filename exist in pathes not containing any UTF-8 character.

There is incorrect number of buttons in the query dialog. This the copy'n'paste bug was introduced in [0f0dbc2b2ef87e00cbe1c2c5d2ba04115f6b147f].
