Shortcut keys with Caps Lock

MC is inconsistent whether the upper case characters work as shortcut characters or not. (Probably no-one would intentionally press Shift when typing shortcuts, so the typical use case is when you have Caps Lock switched on.)
Panel shortcuts that require Meta or Ctrl (e.g. "M-e" to change encoding, "C-x i" to show info panel) don't work. Shortcuts in dialogs don't work either.
However, shortcuts in the F9 menu do work.
So, for example, in the "F9 c c t" shortcut sequence (thorough comparison of directories) the "F9 C C" part works if you happen to have Caps Lock on, but then pressing the last "T" unexpectedly does nothing.
It would be nice to make it consistent, and (in my opinion) case insensitive so that shortcuts do work with Caps Lock on, too. (Note that care should be taken for proper i18n-aware case insensitive match.)
