open any file for view (f3)
press 'end'
press 'pgDn' or 'down' - mc adds one empy line at the end of the screen (and scroll all file linea up)

how can i disable this unuseful feature ?
i cant imagine any usecase for this "feature"
may be you can provide a flag in settings to disable "add emty lines" ?

Please read the discussion in #2135. Feel free to reopen that ticket if you're sure it is a bug.

This is not a trivial task.

as i saw in discussion #2135 - this "feature" was poisoned by #1778
for example, feature "put cursor beyond EOL" - is option for editor, but this feature is not
viewers, browsers (as viewers for html) dont display content in this strange manner, and i dont expect what mc invent its original way to view
if only one realy wants to "read file line by line (using top line as a kind of current marker)" - this shoud be an option, and not mainstream
so i think, what not having this as option - is as bug
