Preparation plan:
- update NEWS file
- new Tag
- Package tar.(gz|bzip|lzma) files
- Upload source packages and fixup http://www.midnight-commander.org/downloads
- Try to download, build and install tarballs
- Update Wiki start page (latest release numbers)
- Craft announcement paper: list user visible changes (bugs and features)
