I can confirm this. It seems this is the result of a set of 
patches, aiming to fix a bug in the hintbar code, applied back in 
December 2002 and February 2003... I have an idea how to fix it but 
I want to do my homework so that I won't introduce a new bug fixing 
that one.

When resizing the terminal, mc chooses another hint (tip) to 
display (it seems that at most once per second). This looks soooooo 
silly when I slowly resize the window to a very different size :-)
