busybox error when trying to open an extension with a custom application in Windows

Hi,
This happens with ALL custom application type settings, but we'll use PDF files as the example.
In MC 4.8.27 Windows, we have this PDF setting:
# PDF type/^PDF Open=c:/portableApps/Sumatra/SumatraPDF-3.4.6-64.exe open pdf
When we try to open a PDF, we get an error
/bin/sh C:\Users/ME/AppData/Local/Temp/2/mc-ME/mcextDWHVN1
'busybox' is not recognized as an internal or external command, operable program or batch file.
Do we need to install a Windows version of Linux busybox, in order to specify a custom application for opening a given file type?
Note: We have no problems setting up alternate VIEWER and EDITOR applications for text files.
mc -v returns
4.8.27, built with glib 2.51.4, S-Lang 3.0.0 libw32 with terminfo database, buildin editor and aspell support, mouse support on xterm
Sorry, Windows is not supported.
