Incorrect tilde expandion in copy/rename/move dialog

Description
As reported in http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=733621
User can't copy file to his/her home directory using '~'. Basically incorrect behaviour is when file's destination is entered as "~/" in which case MC tries to append '~' to user's home path and end up with error "Cannot create target file".
