Sync mcedit version and mc version

Description

Current mcedit version is still 3.11.5 (see Menu->File->About). But after tons of improvements (UTF-8 support, etc) version of editor should be changed. I propose to use current version of MC as version of mcedit.

Please also check in my patch for the dates in mans. I can't commit it directly because I need a new autoconf macro and therefore configure.ac is changed.
