ruler display delay

Description

Toggling ruler state doesn't refresh screen until some other action enforces it. Starting with no ruler:

  1. alt-r causes nothing,
  2. alt-r again causes bottom ruler to be show at top,
  3. alt-r once again removes ruler but leaves bottom 2 lines empty,
  4. alt-r repaints bottom 2 lines - we've cycled to point 1.
