Description
The separate ChangeLog? file in ./lib/ should be merged into the global one.

Oswald Buddenhagen is correct.. this is a restructurement and belongs not into a bugfix release. Change Milestone from 4.6.2 to 4.7.

In the sight of #295 'remove ChangeLog? files from mc tree' this one is not needed.

This is also an issue which should be fixed in 4.6.2 ( a mostly bugfix release)
